The public libraries of the Commonwealth of Pennsylvania are divided among 29 geographic regions called districts. The Seneca District, named for the historic home of the Native American Seneca tribes, is located in Northwestern Pennsylvania and is comprised of seventeen member libraries in the counties of Cameron, Elk, Forest, McKean, and Warren. The District Center Library, Warren Public Library, provides services to all member libraries, including counsel, training, reference & information service, interlibrary loan & delivery service, and acts as a liaison between the District and Commonwealth Libraries.
Headquartered at the Warren Public Library, the District Library Center is available to help you out in a variety of ways.

- District Consultant: The District Consultant acts as a liaison between Commonwealth Libraries in Harrisburg and the district libraries. The Consultant assists with grant writing, filing required state reports, collection development, library board concerns, etc. To assist meeting the continuing education standards, the Consultant communicates training and workshop opportunities for library staff and trustees.
- Interlibrary Loan: If an item is unavailable on Access PA, a request can be sent to Warren Public Library's Interlibrary Loan department and they will work to obtain the needed item on loan. They can also provide help and useful tips in order for you to locate items much easier for your own patrons!
- Continuing Education: The District Center routinely shares workshops and seminars.
- Reference: Patron inquiries via online form, or through Chat with a Librarian.
- Youth Services: Youth Services communication and training from the Office of Commonwealth Libraries is disseminated when available.
- Financial Services: Training opportunities on financial issues related to public library operation are communicated.
- Informational Technology Services: Member Libraries are responsible for their own IT needs. Training and grant opportunities are shared when they arise.
