The public libraries of the Commonwealth of Pennsylvania are divided among 29 geographic regions called districts. The Seneca District, named for the historic home of the Native American Seneca tribes, is located in Northwestern Pennsylvania and is comprised of seventeen member libraries in the counties of Cameron, Elk, Forest, McKean, and Warren. The District Center Library, Warren Public Library, provides services to all member libraries, including counsel, training, reference & information service, interlibrary loan & delivery service, and acts as a liaison between the District and Commonwealth Libraries.
Headquartered at the Warren Public Library, the District Library Center is available to help you out in a variety of ways.

- District Consultant: The District Consultant acts as a liaison between Commonwealth Libraries in Harrisburg and the district libraries. The Consultant assists with grant writing, filing required state reports, collection development, library board concerns, etc. To assist meeting the continuing education standards, the Consultant arranges for and conducts workshops for library staff and trustees. The Consultant also acts as a library advocate before local, state and federal representatives. Periodic field visits to each district library are also an integral part of the District Consultant’s responsibilities.
- Interlibrary Loan: If an item is unavailable on Access PA, a request can be sent to Warren Public Library's Interlibrary Loan department and they will work to obtain the needed item on loan. They can also provide help and useful tips in order for you to locate items much easier for your own patrons!
- Technical Services: Contact the Cataloging staff for assistance with creating accurate catalog records and mending advice.
- Continuing Education: The District Center routinely offers workshops and seminars. Check the district updates area for more details.
- Reference: Reference Department staff are available to assist member libraries respond to patron inquiries via phone, email, or through Ask PA. The Reference staff is also prepared to aid member libraries in developing reference collections.
- Childrens Services: Childrens Department staff can assist member libraries in developing children’s collections and programming.
- Adult Services: The Adult Services Librarian is available to help member libraries develop adult collections and programming.
- Financial Services: The Business Manager may be contacted for advice on financial issues related to public library operation.
- Informational Technology Services: The District contracts with Databranch Services for IT needs.
